Therapeutic use of opioid medications in medical practice – pain relief, palliative care and treatment of drug dependence – is limited by a combination of rigid drug control policies, antiquated medical practices and negative social attitudes towards opioid drugs. The Department for International Development is committed to improving cooperation and fostering shared understandings among stakeholders in health care, civil society and government in the elimination of policy barriers to effective pain and comprehensive treatment of drug dependence. This report documents reform efforts in four countries: China, India, Romania and Vietnam.
